Η συγκεκριμένη πρόταση επικεντρώνεται στη μελέτη πτυχών του ελληνικού Εμφυλίου στην ευρύτερη περιοχή του νομού Σερρών και κατ’ επέκταση της Κεντρικής Μακεδονίας. Στόχος της είναι η καταγραφή της παρουσίας και της έρευνας της Διερευνητικής Επιτροπής των Επεισοδίων στα Ελληνικά Σύνορα (Commission of Investigation Concerning Greek Frontier Incidents), της Ημιμόνιμης Υποεπιτροπής Ελέγχου των Συνόρων, με έδρα τη Θεσσαλονίκη, ως κλιμακίου της, καθώς επίσης και της Ειδικής Επιτροπής των Ηνωμένων Εθνών για τα Βαλκάνια (United Nations Spec ial Committee On the Balkans-UNSCOB) που αναπτύχθηκαν εκτός των άλλων και στη συγκεκριμένη περιοχή βάσει των αποφάσεων του Συμβουλίου Ασφαλείας και των Γενικών Συνελεύσεων του ΟΗΕ. Η διερεύνηση των συνθηκών πραγματοποίησης μεθοριακών επεισοδίων στα βόρεια ελληνικά σύνορα, παράλληλα με τις στρατιωτικές επιχειρήσεις του ελληνικού στρατού και του Δημοκρατικού Στρατού Ελλάδος, ήταν στο επίκεντρο της έρευνας των παρατηρητών του Οργανισμού. Βασική πηγή αποτέλεσε υλικό του ιστορικού αρχείου του ελληνικού υπουργείου Εξωτερικών καθώς και η μελέτη του νόμιμου και παράνομου Τύπου της περιόδου. Ειδικότερα η ενίσχυση των Ελλήνων ανταρτών από τη Γιουγκοσλαβία και τη Βουλγαρία ανέδειξαν εκτός από την τοπική και τη διεθνή διάσταση της διαμάχης. Γεγονότα όπως η ποικιλότροπη αρωγή προς το ΔΣΕ από τις κυβερνήσεις του Βελιγραδίου και της Σόφιας, η εισβολή μαχητών του από το γιουγκοσλαβικό και βουλγαρικό έδαφος, η παροχή ασύλου και ιατρικής περίθαλψης προς αυτούς, εξετάζονται ως πτυχές της εμφύλιας διαμάχης μέσα από τη μετάβαση των μελών των επιτροπών στον τόπο των επιχειρήσεων. Αναλυτικότερα αποφάσεις, διαπιστώσεις και πρωτοβουλίες που ανέπτυξαν οι επιτροπές και οι καταθέσεις μαρτύρων σε αυτές, αποτυπώνουν το βαθμό εμπλοκής της περιοχής στην εξέλιξη του Εμφυλίου.

«The Greek civil war in Serres and widely in Central Macedonia through the reports of the UN observers in Northern Greek border and the press of season, 1946 - 1948»

This specific report is focused upon the study of various aspects of the Greek Civil War in the wider area of Serres and Central Macedonia by extension. Its aim is to record the presence and research of the Commission of Investigation Concerning Greek Frontier Incidents, of its department, the Subcommittee of Border Control (both of which were based in Thessaloniki), as well as of the United Nations Special Committee On the Balkans-[UNSCOB]. All of these committees-besides others-were developed in the specific area as well, based on the decisions of the Security Council and the United Nations General Assembly. The investigation of UN observers focused on the study and analysis of the circumstances leading to the arousal of incidents on the Northern Greek borders parallel to the military operations of the Greek Army and the Democratic Greek Army-[DGA]. A primary source of this investigation was material taken from the historic records of the Greek Ministry Foreign Affairs as well as the study of the legal and illegal Press of this time period. The international dimension of the conflict, apart from its local dimension as well, is specifically shown through the reinforcement of Greek guerrillas from Yugoslavia and Bulgaria. Events such as the varied support to the DGA from the governments of Belgrade and Sofia, the invasion of its fighters from the Yugoslavian and Bulgarian territory and the provision of asylum and medical treatment to them are examined as aspects of the civil conflict through the presence of committee members to the operation area. In particular, decisions and initiatives which were developed by committees and witnesses statements to them reveal the degree of the involvement of the area in the development of the Civil War.
